The second area of activity, highly relevant to prospective studies, concerns decarbonisation strategies and approaches for the economy, their social costs, the vulnerability of people, and pathways to carbon neutrality by 2050.

Concise Profile

Richard Filčák is Director of the Centre of Social and Psychological Sciences and senior researcher at the Institute for Forecasting. His research and work have focused on climate change in its economic and social dimensions, research on poverty and the environment, environmental justice, and development strategies on energy, decarbonisation, and the transition to a low-carbon and circular economy. He holds master's degrees from the Faculty of Natural Sciences, Comenius University, and from Lund University, Sweden. He defended his doctorate at the Central European University (CEU). He was a visiting scholar at the University of London and at the Joint Research Centre (JRC) of the EU in Seville. For three years he led the foresight team at the European Environment Agency (EEA) in Copenhagen, Denmark.

He works in the field of development policy evaluation, focusing on European programs of economic and social cohesion. He coordinates and participates in APVV and Horizon 2020 projects. As expert he contributed to the planning and evaluation of ESIF programming periods. Richard is the coordinator of the Slovak National Reference Centre (NRC) for the Development of Forward-Looking Information and Services (FLIS). He leads projects and collaborates on development activities in Central Europe, the Balkans, Ukraine, Russia, Georgia, and Turkey. He is a national expert for evaluation and socio-economic analysis in projects of the European Commission (DG-REGIO) and was a member of the Expert Roster for Human Development and Poverty Monitoring of the United Nations Development Programme (UNDP). As an external consultant, he has worked with the World Bank, the United Nations Environment Programme (UNEP), the European Environmental Bureau (EEB), and various NGOs.
