Popis / Abstract
Labour market challenges contributed to the commitment of Slovakia to improve the values of adult learning indicators within the European agenda. One of the recommendations by the European Commission to contribute to this goal is to introduce an individual learning scheme, often referred to as learning accounts. We briefly summarize why this tool has gained recent importance, its main characteristics and examples of how these characteristics are incorporated in various individual learning schemes for adults implemented in other countries. Specific features of an individual learning scheme to be implemented in Slovakia will be determined by a combination of selected specific goals, the existing structure of the overall educational system and the availability of public funding. We recommend that the voucher scheme is introduced as a pilot with the main goal to popularize this tool as an important signal of the state support for individual motivation to maintain and build skills throughout the entire adult working life. Modifications with the further continuation of the scheme are expected.
